Just asking questions, but I do paperwork for a living (logistics, don't ask) and I got a look at the notice taped to the clinic door on 18th, near Blue Island. I've read it three times.
Grounds for closure: (1) change of use from "retail, hardware" to "medical office" with no amended certificate of occupancy, (2) a wheelchair ramp installed without a permit, (3) signage over the permitted square footage. The signature block is a Lone Star compliance liaison. There isn't one line about what actually goes on inside, and the ramp is listed first.
Is that normal? It reads like something you'd write if you wanted to close a place and needed it to look boring.

It is normal, which is the disturbing part. A closure notice that mentions no crime can't be appealed on the basis of the crime.
Record: the action was Tuesday the 19th at 0940 and lasted fifty-one minutes. The evidence inventory took four hours.

Since nobody asks the neighborhood: the building was Kowalczyk's hardware for fifty years, which is why the paperwork still says hardware. Dr. Inés Beltrán has been in there eleven years. Her license lapsed in 2069 over a renewal fee and a form filed with the wrong office. It wasn't malpractice. She just never fixed it, because fixing it meant a day of her life in a waiting room, and she spends her waiting rooms on other people.
She sets bones, delivers babies, and sews up whatever walks in at 3 a.m. The ramp was built by three neighbors and a lot of plywood one weekend after Mr. Osorio lost his leg and couldn't get through the door. Nobody thought of the permit.
Now, who filed the complaint? Six people in this neighborhood have told me they did. Two are lying to look brave and two are lying to look innocent. I don't know about the other two.

Look at who owns the block. The hardware store has changed hands twice in eighteen months, and I'd bet the buyers were related in some way nobody wrote down. Rezoned parcels don't need patients. Every clinic that's ever been closed for "paperwork" was standing on something more valuable than itself.

And I'd like the record to show that the landlord is old Mrs. Kowalczyk's nephew Teodor, who can't be bothered to sell to anyone clever. He wanted the tax bill gone and nobody told him what he'd signed. Two things can be true. This neighborhood has been doing it for years: somebody's greedy and somebody's stupid, and the doctor pays for both.

Update, and don't spread it. Dr. Beltrán has set up in the back of a tortillerÃa a few blocks over. There's a folding table and a lamp and the smell of masa. No sign. If you need her, ask a person, not the Matrix. She's fine. She's furious, which for her is a kind of fine. I've never seen her not furious after I came bruised from a run.
They kept the freezer with the medications in it. And a shoebox of index cards where she wrote each patient's first name and what she did, in a shorthand nobody else can read. The inventory logged it as "miscellaneous paper (1 box)."
